摘要  介绍了ITU-T SG5 2009年度第一次全会情况及SG5新的架构和研究方向，从本次会议开始，SG5除继续保持原有的研究方向外，还增加了信息通信技术与气候变化相关的研究课题。阐述了各个课题的研究情况，并说明了其新的研究计划。

Abstract  This paper presents the new research progress of ITU-T SG5, it outlines the 
summary of the first plenary meeting at 2009. Beginning with this meeting, a new 
working party has been allocated in SG5 - ICT and Climate Change, SG5 will become 
the leading group for EMC, EMF, safety, lightning, ICT & CC. This paper focuses on the 
latest progress of each question, also gives out the new research plan.
