摘要 欧盟于2009年7月13日发布EC 661/2009，对其汽车产品技术指令体系和型式批准制度再次进行重大变革，主要内容包括撤消现行的欧盟汽车产品型式批准制度中50项单项技术指令，直接用相应的联合国ECE汽车技术法规代替；对车辆提出新的技术要求，增加具有先进安全技术的部件和装备。在未来相当长的一段时期内，这一重大变革对我国汽车产品开拓欧盟和其他地区汽车市场都将产生巨大影响。

Abstract On 13 July 2009, the Parliament and Council of European Union published 
Regulation EC 661/2009. It will bring a great reform on EU auto technical regulation 
system and type approval system. The main content of this new regulation includes
two parts,i.e.repealing 50 EC technical directives in EU auto type approval system and
replacing them with UN ECE regulations; making new safety requirements for 
automobile with supplementation of parts and equipments with advanced safety 
technology. It will have great influences on Chinese auto products accessing into EU 
market, as well as the markets of other countries and areas.
