手机3C认证中的工厂检查风险识别和分析
Factory Inspection Risk Identification and Analysis of Mobile Phone
in China Compulsory Certification
摘要 以手机生产工厂为例,叙述3C认证过程中工厂检查不通过的主要问题。归纳了手机生产工厂在3C认证中的一级和二级风险因素。针对二级风险因素,指出工厂检查组“飞行检查”时的关键事项。同时,提出了基于系统的关键风险识别的工厂检查方法,可以快速有效地判断手机生产工厂的诚信守法经营状况。

Abstract The major problems of the China Compulsory Certification(3C certification)that
fails the factory inspection are described through taking mobile phone factory for
example. In light of the risks of failure in 3C certification for mobile phone factory, the
tier-1 and tier-2 risk factors of the 3C certification for mobile phone factory are
illustrated. According to the tier-2 risk factors, the key issues in the “flight check”
carried out by the factory inspection group are mentioned. Further, factory inspection
methods based on the crucial risk identification are proposed to make a judgment
effectively and quickly about the honest operation of the mobile phone factory under
the controlling of 3C certification.
