摘要 介绍了欧盟新立法框架（NLF）的理念，对NLF的重大变化进行了阐述。在此基础上，分析了欧盟新EMC指令2014/30/ EU的整体框架、各章节重大变化；并指明了新EMC指令及无线电设备指令（RED）2014/53/ EU的范围变化。

Abstract The idea of New Legislative Framework（NLF）of European Union is introduced, 
and the important changes are expounded. On this basis, general frame and changes of 
each chapter of new EMC Directive 2014/30/ EU are illustrated. At last, changes on scope 
of  EMC Directive and Radio Equipment Directive（RED）2014/53/ EU are analyzed.
